MARRI PROJECT PROPOSALS

In the framework of MARRI, six major projects were developed in 2007 and 2008, as submitted to the potential foreign donours from EU countries and international organisations, as follows:

01. Building Capacity of MARRI MS for Successful Implementation of Agreements on Visa Facilitation and Readmission (duration: 16 months)

This project's goal is to build a coordinated national response of MARRI Member States for successful implementation of agreements on visa facilitation and readmission. The three project objectives are to build and strengthen the co-coordinated inter-sectoral national approach for handling migration in MARRI MS; to support the process of development and implementation of Migration Policy Strategy paper in each of MARRI Member States; to carry out a public awareness campaign on migration related issues in each of MARRI MS. The expected results of the project will not only assist MARRI Member States in being able to fulfil the EU requirements on the visa facilitation and readmission agreements, but will also foster the capacity of MARRI MSto exchange information and best practices concerning the implementation of the readmission agreements through improved EU knowledge and expertise.



02. MARRI Migration Interactive Map (duration: 24 months)

The MARRI Migration Interactive Map will serve as a tool for prompt exchange of information between MARRI Member States on national legislation in the area of migration (both regular and irregular), institutions and contact points responsible for managing migration, operational and statistical data relevant to migration management, international legal instruments and best national and international practices of all stakeholders involved in migration management. The goal of this project is to develop a comprehensive overview of the state of affairs in the specific areas of national migration management, which will lead to a harmonised regional approach in dealing with the challenges of population movements in the Western Balkans.


03. Types of Identification Documents in MARRI Member States (duration: 12 months)

The overall objective of this project is to enhance capacities of MARRI Member States' national institutions responsible for migration management in the field of document security to successfully prevent and combat misuse of identification documents. The project will strengthen regional co-operation and info exchange mechanisms and promote policy harmonisation in the field of document security in MARRI Member States. In co-operation with beneficiaries, the MARRI Regional Centre will create compilation of types of identification documents in MARRI Member States which will include all types of existing identification documents as well as basic identification documents also known as breeder documents (civil status certificates/extracts).


04. Assessment of Types of Identification Documents in MARRI Member States (duration: 18 months)

The overall objective of this project is to enhance capacities of MARRI Member States' national institutions responsible for migration management in the field of document security (police, border police, civil servants, staff from diplomatic and consular representations, ID expertise centres and ID development units, etc.) to successfully prevent and combat misuse of identification documents. The project will strengthen regional co-operation and information exchange mechanisms and promote policy harmonisation in the field of document security in the MARRI Member States.



05. Promoting a Regionally Integrated Approach for Successful Preventing and Combating of THB (duration: 16 months)

The project "Promoting a Regionally Integrated Approach for Successful Preventing and Combating of Trafficking in Human Beings (THB)" is built on recent initiatives to extend activities related to Trafficking and Smuggling of Human Beings issue in order to promote a regionally integrated approach. It will link to effective implementation of National Plans of Action against Trafficking in Human Beings, so as to pave the way towards preventing and combating THB within each of the MARRI Member States. The goal of this project is to build a coordinated national and regional response of MARRI Member States for Combating and Preventing THB



06. MARRI Migration Paper 2008/2009 (duration: 10 months)

The goal of this project is to provide an analysis of current situation (achievements and progress made in the area of migration as well as recommendations for future steps) in main areas covered by the scope of work of the Initiative, particulary focused on areas identified in the Roadmaps for Visa Liberalisation. One of the main objectives of MARRI is to enhance capacities of its Member States to successfully implement reforms necessary for adoption of standards and best pracitices within scope of work of the Initiative. All MARRI Member States (Croatia already has visa free regime with EU countries) have inititated the dialogue on visa liberalisation with the European Commission which resulted in Roadmaps with clearly defined standards each country has to meet in order to gradually progress towards the liberalisation of visa regimes.  Main areas identified in the Roadmaps to be covered by the dialogue with EC such as document security, management of illegal migration, border management and police cooperation are key areas within MARRI scope of work.
