Kaduna Govt Head of Public Financial Management


The Kaduna State Government has been ranked first in the Institute of Chartered Accountants of Nigeria (ICAN) Accountability Index, the State Fiscal Transparency and Accountability Program (SFTAS) as well as the 2021 survey on the transparency and integrity index (TII).

Finance Commissioner Alhaji Muhammad Bashir Sa’idu, who revealed this when launching the ministry’s new finance function, said ICAN’s rating was in 2018 and 2019.

Alhaji Bashir noted that the rating “is a framework for assessing public financial management in Nigeria”.

The auditor also noted that “ we have complied with IPSAS on an accrual basis to prepare and present our financial statements since 2016. ”

According to him, Kaduna state was “ranked first on a list of 24 states assessed under the State Fiscal Transparency and Accountability (SFTAS) program and the rating agency FITCH”.

Kaduna State was also ranked first in the 2021 Transparency and Integrity Index (TII) survey conducted by the Center for Fiscal Transparency and Integrity Watch (CeFTIW). The state obtained 76.67% to achieve this position, ” he added.

Alhaji Bashir said the ranking is “a true demonstration of the type of leadership ethics, qualities and dynamism of His Excellency the Governor in instituting public finance management policies and programs in the state”.

The commissioner also said that the state is the leader in tax transparency, as “the ranking and report of the Open States of the Public and Private Development Center (PPDC) ranked our state as the first in Nigeria in budgeting and open procurement ”.

According to him, the government is ensuring participatory budgeting by citizens, implementing data standards on open contracts, improving the ease of doing business and developing a citizen feedback portal.

Alhaji Bashir added that the government has attracted around $ 2.6 billion through domestic and foreign investment following the Kaduna Investment Summit (KADINVEST) initiated in 2016.

Kaduna State is ranked number one in Ease of Doing Business by the World Bank’s Doing Business 2018 report due to the Open Government Partnership initiative.

“The unprecedented increase in internally generated revenue (IGR) by the Kaduna State government in six years from N11.7B to N50.7B (2020) is due to the combined fiscal policies adopted in this administration” , he added.

Dr Fowokan pointed out that the increase in Internally Generated Revenue (IGR) is a testament to the fact that people in Kaduna state feel their taxes are in good hands, adding that CITN is delighted to collaborate with the Kaduna State government in capacity building.

Also speaking at the event, Mr. Joshua James, Co-Chair of the Open Government Partnership (OPG), recalled that Kaduna State was the first subnational to sign with the partnership in 2016.
